Recovery and reconstruction of waste-to-energy plant AVR Rozenburg

Situation

In September 2023, AVR Rozenburg’s waste-to-energy plant suffered a major fire. Each year, AVR processes 1.3 million tonnes of waste in Rozenburg, comprising commercial waste and waste from households in Rotterdam, The Hague, and Utrecht, among other areas. The fire brought waste processing and energy production from waste incineration to a standstill. For AVR, swift recovery and reconstruction of the plant were critical, without compromising on quality or safety.

Solution

AVR enlisted KH Engineering to assist in the recovery and reconstruction of the plant. Once the extent of the damage had been assessed, a recovery plan was drawn up. The reconstruction, named Project Phoenix, is progressing as swiftly as possible and encompasses temporary emergency measures alongside several major new construction projects.

One of the most significant projects is the construction of a new steam plant. In the first phase, KH Engineering provided basic engineering as a subcontractor. Subsequently, AVR directly commissioned KH Engineering to handle the detailed engineering. The construction of the steam plant stands out as a unique, construction-driven project. Engineering and construction are conducted simultaneously, along with permit applications, procurement of materials, and the production of prefabricated components.

Thanks to KH Engineering and other involved parties, considerable progress has been made in the recovery and reconstruction of the waste-to-energy plant. Exactly one year after the devastating fire, AVR in Rozenburg was able to start up the new steam plant, resume waste processing for municipalities and businesses, and continue its contribution to a better climate.

Advantage of working with KH Engineering

KH Engineering is no stranger to AVR Rozenburg. The company contributed to the implementation of the post-separation installation in 2019. One of KH Engineering’s strengths lies in its multidisciplinary expertise and ability to think outside the box. This was especially evident in the submission of the building permit for the steam plant. Despite many variables still being unknown, the permit was obtained on time, as KH Engineering had a thorough understanding of the requirements of the permitting authorities.

Following the successful completion of the steam plant’s engineering work, AVR commissioned KH Engineering for the engineering of the connection to the new steam turbines, the New Turbine Plant (NTP) Project.
