Expansion of terminal capacity for Neste
Situation
Neste is the world’s largest producer of sustainable aviation fuel, renewable diesel and a frontrunner in developing renewable and circular raw materials for polymers and chemicals. Although Neste operates globally, the company has a significant presence in the Netherlands, including a refinery at the Maasvlakte and a terminal in Vlaardingen: Neste Terminal Rotterdam (NTR).
The NTR supplies Neste’s production sites with raw materials and builds commercial and operational flexibility through strategic stock. To meet long-term raw material requirement targets, the storage capacity of the NTR needed to be expanded. For the client, it was important to meet the project schedule without making any concessions in terms of safety.
Solution
KH Engineering performed the engineering, procurement and construction management (EPCm) for the Neste Terminal Rotterdam Expansion project. In a competition with several parties, Neste chose KH Engineering because its plan of action, planning (with proper allocation of engineering and construction time) and good communication were distinctive.
The project was completed in three phases. Neste performed the feasibility phase (phase 1) itself. KH Engineering did provide pre-FEED assistance during this phase. This included a review of the pre-FEED study and Total Investment Cost (TIC) and engineering in support of the building permit application. During the definition phase (phase 2), KH Engineering conducted a FEED study and a full EPCm during the construction phase (phase 3).
With 15 new tanks, five truck loading stations and underlying infrastructure such as a substation and a service building with a control room, the storage capacity of the NTR has more than doubled. The project was completed next to the existing tank farm at the terminal. To improve the overall operability and throughput of the terminal, the new tank farm was integrated with the existing tank farms.
Customer benefit
The project was schedule-driven. To meet the schedule, the prefabrication of the tanks and the foundation work on site were completed during the design phase. Supervised by KH Engineering, the tanks were fabricated in Antwerp and transported fully dressed by ship to Vlaardingen. Meanwhile, the tank foundations were prepared on site so the tanks could be placed on the foundations upon arrival. As a result of these choices, the project milestones were achieved and the project was delivered on schedule.
By awarding the entire EPCm to KH Engineering, they were involved in the project from the beginning and available for advice. During the construction phase, an integrated team of Neste and KH Engineering worked together on site, ensuring a dedicated team was available to respond quickly to changes.
