Demonstrably safe electrical installation and operations for a pharmaceutical facility
Situation
In South-Holland, an advanced cell therapy production facility is under construction. This innovative medical treatment has already shown promising results in combating cancer. The building is modern and designed to meet strict requirements regarding safety, hygiene, traceability, and operational reliability. A crucial component of this is a dual-redundant, highly reliable electrical power supply, supported by thorough documentation. The contractor sought a partner to critically review the installation design and ensure compliance with all relevant Dutch standards.
Solution
Our team was brought in to support this complex task. The entire electrical power supply was executed redundantly, including provisions for the two data centres in the building. The installation utilises two separate power stations to distribute electricity. This required specific expertise in both high-voltage and low-voltage systems. Additionally, the facility includes a large number of cleanrooms, which depend on specialised equipment to maintain hygienic conditions. Everything revolves around precision and reliability, involving significant technological complexity.
To meet these high standards, we reviewed the design at an early stage to ensure compliance with the applicable regulations. At the same time, we incorporated specific client requirements concerning operational reliability into this assessment. During the realisation phase, and leading up to commissioning, we conducted the necessary inspections and measurements to ensure the installations met all requirements.
Subsequently, extensive testing was carried out using a protocol developed by us. All possible scenarios were simulated to confirm compliance with functionality and availability standards. Finally, the installation was handed over for use, and we supported the management organisation in adequately setting up their information management organisation (IV-organisation).

We also took on the role of installation manager, including responsibility for the designation policy and supervision during the critical initial commissioning phase. Our approach enhanced the availability, manageability, and reliability of the systems. All compliance documentation was meticulously prepared, ensuring the facility could enter operational use with confidence after the testing phase.
